
The BFS will be conducted by the JV Operating Team, reporting to the JV Managing Committee. The Operating Team is led by the General Manager of CNOOC-NEIA with the support of experienced project management staff drawn from CNOOC-NEI and Altona, whose chief representative on the Operating Team is its Managing Director.
The Operating Team will be responsible for engaging a BFS Study Engineer and other consultants to complete the BFS work programme within the budgets and timelines set by the JV Management Committee. The Arckaringa Project is large scale and complex and as it progresses, the Study Engineer will play a vital role in pulling all the design and environmental aspects together into a coherent project plan.
Building on Altona’s PFS work, the primary objective of the BFS is to develop sufficient engineering definition of all sections of the project to facilitate an accurate capital cost estimate and an operating cost estimate of the overall project.
The major project sections (mine, CTL and other future products and power generation) and their supporting infrastructure will be planned and managed to maximise engineering and economic synergies.
There will be simultaneous identification and planning related to environmental issues to ensure the project’s long-term sustainable outcome.
The BFS will be capable of supporting the financing of the Project in final form.
